Can I change the amp output of the charger?

No, the amp output can not be changed. You will need to confirm that the charger you purchase will not produce more than your battery max input
What are the main differences with the two 60a DC-DC chargers?

Good question, the Renogy REGO has a higher max charge output and is able to be used in a larger temperature range. Plus the REGO will also have the ability of maintaing charge in your starter battery.
